ROT13 shifts each letter by 13 positions. Because there are 26 letters, applying ROT13 twice gives back the original text — it's its own inverse. Commonly used to obscure spoilers and puzzle answers online.

The Caesar cipher shifts each letter by a fixed number of positions in the alphabet. Julius Caesar reportedly used a shift of 3. ROT13 is simply Caesar with shift=13.

No — only A–Z letters are shifted. Numbers, punctuation, and spaces pass through unchanged.
